Wheeling is an unusual network-infrastructure market because the downtown is anchored by something most small metros never get: a dense cluster of corporate back-office and business-process operations that each run hundreds of seats in renovated historic buildings. Orrick's Global Operations Center, the Williams Lea Tag operation at the Stones Center, and WesBanco's headquarters together put thousands of knowledge workers inside a few square blocks of Main and Market Street, and every one of those operations lives or dies on its network.
